The state Employment Development Department is in hurry-up mode to hire 1,150 more people to help deal with the jammed phone lines and an avalanche of unemployment claims.

Arnold Schwarzenegger ordered the new hires on Friday after declaring a state of emergency regarding the state’s soaring unemployment rate, which reached a record high of 11.2% in March.
