SAN DIEGO – A harrowing 911 call made by a passenger in a fated Lexus that crashed seconds later and killed four people Aug. 28 was released Thursday by the California Highway Patrol.

In the 50-second tape, crash victim Chris Lastrella begins by telling the dispatcher: “We're in a Lexus ... we're going north (state Route) 125 and our accelerator is stuck.”

The dispatcher asks where they are passing, and Lastrella is heard asking someone in the car where they are. He exclaims: “We're going 120 (mph)! Mission Gorge! We're in trouble – we can't – there's no brakes, MissionGorge ... end freeway half mile.”

The dispatcher asks if they can turn the car off.

Lastrella doesn't answer and says repeatedly: “We are now approaching the intersection, we're approaching the intersection, we're approaching the intersection.”

The last sounds heard on the tape are someone saying “hold on” and “pray.” Lastrella says: “Oh shoot ... oh ... oh” Then a woman screams.

Killed in the crash were CHP officer Mark Saylor and his wife Cleofe who were both 45, their 13-year-old daughter Mahala, and Lastrella, 38, who was Cleofe Saylor's brother. All four lived in Chula Vista.

A preliminary investigation into its cause has indicated the accelerator may have become entrapped by a rubber floor mat, sheriff's Sgt. Scott Hill said.

The car was a loaner from Bob Baker Lexus El Cajon.

Hill did not know if Saylor tried to shift the vehicle into neutral or turn it off – actions safety experts say may have been impossible if the car was experiencing a malfunction. The shut-off button on the car must be held for three seconds to turn the car off, experts said.
"There's really no cost, but it's a critical skill issue -- we can only find so many people who can do this kind of work," said a senior engineer at a major automaker, who spoke on the condition of anonymity. "It would require a bunch of software and development people to design it, but spread across lots of cars, the money involved would be negligible. . . . No one wants a runaway."

SACRAMENTO, Calif. (AP) -- Witnesses could be charged with a misdemeanor for failing to report violent attacks in California under legislation approved by the state Assembly.

Current law requires witnesses to report violent crimes when the victim is younger than 14. Nava's bill expands the requirement to include victims of all ages. Violators would face up to six months in jail and a maximum fine of $1,500.

Lawmakers approved the bill Wednesday on a 61-3 vote. It now goes to the Senate.


Yet the witness can't carry a weapon, and how are they to determine the age of participants?

And since when can speech be compelled?

Went to check out the output of the Villa Park Dam which is our recent special spot. It had the fish, and the mud, then the egret and coon prints after most of the fish were eaten. Today the path across the outflow was a small
mississipi, muddy and wide and flowing. There was foam forming and dirt on the foam, my kid thought it looked like coffee with foam and cocoa.

I figured out how the fish got there: they swam up stream when there was water flowing. Probably last in 2005 according to some usgs data I scanned.

[Added later: or they could have come from the Irvine Lake upstream. In any case they
must have been there for a while, in their shrinking pool, for some time; last rains were in
2005.]

Amazing.
Wonderful new green and cleaned rockcliffs.

Water is great. Maybe more soon. Obviously hydroplaning,hitting a puddle
at 80mph, are hazardous, along with generally lengthened braking distance, but you can control those risks by driving carefully.

Villa Park, Southern California


Villa Park Dam is on Santiago Creek in Orange County, California and is used for fish and wildlife protection and flood control purposes. Construction was completed in 1963. At normal levels it has a surface area of 480 acres. It is owned by County Of Orange.

Villa Park is rock fill. Its height is 118 feet with a length of 119 feet. Normal storage is 15600 acre feet. It drains an area of 83.4 square miles.

In November 2006 we entered into an oral agreement with the Serrano Water District ("SWD") in Orange County, California to install an ELIXIR system at the Villa Park Dam (near Anaheim, California) for testing of the system by processing flood water residue behind the dam. Under our arrangement, scientists and engineers from California State University at Fullerton are coordinating with the SWD to trace and record the cleaning efficiency for the various contaminants in the water (thought to be iron, manganese and algae) against the flow rate capacity of the ELIXIR system. We designed the system placed at the dam site for research purposes. It contains a variety of sampling sites within the system to extract and test water outside the system, as well as a suite of internal water quality measurement instruments to monitor the cleaning process.

Villa Park Dam is operated by Orange County Flood Control and is designed to check the flow of flood waters from several small watersheds in the northern Santa Ana Mountains. The dam is capable of impounding up to 15,000 acre-feet of water (4.9 billion gallons), although its purpose is to check and safely release the waters during periods of heavy rainfall into Santiago Creek, where it is diverted to groundwater recharge ponds or allowed to discharge to the ocean. Serrano Water District has rights to 3,000 acre-feet of water from the impoundment pool. Until now, impounded waters have been released to flow downstream during storms. However, under the project, rain and other water will flow down creeks and collect to form a useable pool of water behind the dam. This water slowly degrades during the summer and has been shown to be very septic and has exceptionally high values of iron and manganese. This water has been prohibitively expensive to treat for drinking water.

In May 2007 we placed an ELIXIR system at the dam and began processing runoff water. We began a thorough evaluation of every component in the system during this testing period. Data are being used to evaluate the baseline water quality to be treated, as part of an ongoing water collection and analysis study of the ELIXIR water treatment system. Several testing and research programs to evaluate the treatment system were implemented.

The SWD pilot project was terminated in October 2008 once the retention reservoir behind Villa Park Dam was drained for periodic cleaning. With the exception of testing for Total Dissolved Solids ("TDS"), all other testing was completed in compliance with California's Title 22 certification program. TDS levels could not be properly tested since the reservoir was being drained and the dynamics of the forced water flow agitated sediment normally deposited on the bottom to mix with the draining water, producing readings above the testing thresholds.

Colorless green ideas sleeping furiously

I found, in program files malware defender. Which has a few obviously
asian malformed messages.

Evil shit. I had to, in addition to the above, replace ie with IE8.
Various other scanwares and removal tools did not deal with it.
IE8 did and now the system runs as snappily as it ever did.

I then set ie8 at its maximum security settings so that it couldn't be hijacked as before.

Before, i think IE itself got corrupted, and every time i tried messing with its executable it got rewritten with the original. A nasty technique where one code watches another and fixes it, and the two programs are symmetric, ie each can restore each other.

I HATE javascript and M$ entire make everything programmable and insecure strategy.

“A mortar shell, launched from an unknown place, landed today near the U.S. embassy in the fortified Green Zone, with no word on casualties,” the witness told Aswat al-Iraq news agency.

“Sirens kept wailing in the regions after the attack, while U.S. choppers hovered over the eastern regions of Baghdad,” he added.

Pissed off at work. The co accepted two deadlines for monday
when both were science experiments involving new hardware
or new settings. The new settings screwed everything up so
day 11-5:30 was a bust. Yesterday (Saturday) I did manage to
get a code variant cosmetically nice and running on 'safe'
hardware so the Pres of the Major Client can do a dog and pony
show on the road.

But today was a frustrating pain. I tried a couple of times on
different variants (the current one, and an older one sent to
UL). Figured out a simpler way to try it, by globally running
a certain sensor at the lower voltage we decided to run
(during certain operations) at lower voltage than normal.
That only revealed that everything was screwed with new settings
and it wasn't just a parameter change, it was a whole new
set of experiments, analysis, algorithms, and testing. Testing
takes a long time. But off the cuff changes aren't sufficient.
This requires systematic approach, understanding of the changes
induced, the engineering changes required.

Gotta give the kid his netbook. For now.

MADRID (AP) — A Spanish lawmaker was horrified to learn that the FBI used an online photograph of him to create an image showing what Osama bin Laden might look like today.

The image using Gaspar Llamazares' photo appeared on a wanted poster updating the U.S. government's 1998 photo of the al-Qaeda leader.


FBI spokesman Ken Hoffman acknowledged to the Spanish newspaper El Mundo that the agency used a picture of Llamazares taken from Google Images.

In a statement Saturday, the agency would say only that it was aware of similarities between their age-progressed image "and that of an existing photograph of a Spanish public official."

"The forensic artist was unable to find suitable features among the reference photographs and obtained those features, in part, from a photograph he found on the Internet," the FBI said in a statement to the Associated Press.

ISTANBUL (AP) — The Turkish wife of a Jordanian doctor who killed seven CIA employees in a suicide attack in Afghanistan says her husband was outraged over the treatment of Iraqis at Abu Ghraib prison and the U.S.-led invasions of Iraq and Afghanistan.

Defne Bayrak, the wife of bomber Humam Khalil Abu-Mulal al-Balawi, said in an interview with the Associated Press that his hatred of the United States had motivated her husband to sacrifice his life on Dec. 30 in what he regarded as a holy war against the U.S.

Bayrak also said Friday, "I think the war against the United States must go on."

The US army is training a crack unit to seal off and snatch back Pakistani nuclear weapons in the event that militants, possibly from inside the country’s security apparatus, get their hands on a nuclear device or materials that could make one.

The specialised unit would be charged with recovering the nuclear materials and securing them.

The move follows growing anti-Americanism in Pakistan’s military, a series of attacks on sensitive installations over the past two years, several of which housed nuclear facilities, and rising tension that has seen a series of official complaints by US authorities to Islamabad in the past fortnight.

“What you have in Pakistan is nuclear weapons mixed with the highest density of extremists in the world, so we have a right to be concerned,” said Rolf Mowatt-Larssen, a former CIA officer who used to run the US energy department’s intelligence unit. “There have been attacks on army bases which stored nuclear weapons and there have been breaches and infiltrations by terrorists into military facilities.”

Professor Shaun Gregory, director of the Pakistan security research unit at Bradford University, has tracked a number of attempted security breaches since 2007. “The terrorists are at the gates,” he warned.

In a counterterrorism journal, published by America’s West Point military academy, he documented three incidents. The first was an attack in November 2007 at Sargodha in Punjab, where nuclearcapable F-16 jet aircraft are thought to be stationed. The following month a suicide bomber struck at Pakistan’s nuclear airbase at Kamra in Attock district. In August 2008 a group of suicide bombers blew up the gates to a weapons complex at the Wah cantonment in Punjab, believed to be one of Pakistan’s nuclear warhead assembly plants. The attack left 63 people dead.

A further attack followed at Kamra last October. Pakistan denies that the base still has a nuclear role, but Gregory believes it does. A six-man suicide team was arrested in Sargodha last August.

Fears that militants could penetrate a nuclear facility intensified after a brazen attack on army headquarters in Rawalpindi in October when 10 gunmen wearing army uniforms got inside and laid siege for 22 hours. Last month there was an attack on the naval command centre in Islamabad.

Pakistani police said five Americans from Washington who were arrested in Pakistan last month after trying to join the Taliban were carrying a map of Chashma Barrage, a complex in Punjab that includes a nuclear power facility.

The Al-Qaeda leadership has made no secret of its desire to get its hands on weapons for a “nuclear 9/11”.

“I have no doubt they are hell-bent on acquiring this,” said Mowatt-Larssen. “These guys are thinking of nuclear at the highest level and are approaching it in increasingly professional ways.”

Nuclear experts and US officials say the biggest fear is of an inside job amid growing anti-American feeling in Pakistan. Last year 3,021 Pakistanis were killed in terrorist attacks, more than in Afghanistan, yet polls suggest Pakistanis consider the United States to be a greater threat than the Taliban.

“You have 8,000-12,000 [people] in Pakistan with some type of role in nuclear missiles — whether as part of an assembly team or security,” said Gregory. “It’s a very large number and there is a real possibility that among those people are sympathisers of terrorist or jihadist groups who may facilitate some kind of attack.”

Pakistan is thought to possess about 80 nuclear warheads. Although the weapons are well guarded, the fear is that materials or processes to enrich uranium could fall into the wrong hands.

“All it needs is someone in Pakistan within the nuclear establishment and in a position of key access to become radicalised,” said MowattLarssen. “This is not just theoretical. It did happen — Pakistan has had inside problems before.”

Bashir Mahmood, the former head of Pakistan’s plutonium reactor, formed the Islamic charity Ummah Tameer-e-Nau in March 2000 after resigning from the Pakistan Atomic Energy Commission. He was arrested in Islamabad on October 23, 2001, with his associate Abdul Majeed for alleged links to Osama Bin Laden.

Pakistan’s military leadership, which controls the nuclear programme, has always bristled at the suggestion that its nuclear facilities are at risk. The generals insist that storing components in different sites keeps them secure.

US officials refused to speak on the record about American safety plans, well aware of how this would be seen in Islamabad. However, one official admitted that the United States does not know where all of Pakistan’s storage sites are located. “Don’t assume the US knows everything,” he said.

Although Washington has provided $100m worth of technical assistance to Islamabad under its nuclear protection programme, US personnel have been denied access to most Pakistani nuclear sites.

In the past fortnight the US has made unprecedented formal protests to Pakistan’s national security apparatus, warning it about fanning virulent anti-American sentiment in the media.

Concerns about hostility towards America within elements of the Pakistani armed forces first surfaced in 2007. At a meeting of military commanders staged at Kurram, on the border between Pakistan and Afghanistan, a Pakistani major drew his pistol and shot an American. The incident was hushed up as a gunfight.

This downward trend is an issue of national importance as it affects our capacity to maintain a technological lead in critical skills and disciplines related to CS-STEM. The downward trend in college graduates with STEM majors is particularly pronounced in Computer Science (CS). While computers and internet connectivity become daily fixtures in the lives of Americans, we are steadily losing the engineering talent to project these systems. According to the Computer Research Association, there were 43% fewer graduates and 45% fewer CS degree enrollments in 2006/2007 than in 2003/20041.
In addition, our systems are becoming more complex, requiring more people with the software engineering talent to manage and maintain them. Finding the right people with increasingly specialized talent is becoming more difficult and will continue to add risk to a wide range of DoD systems that include software development.
Recent studies conducted by DARPA revealed that public perception is a critical issue. Study participants believed that the “dot-com bust” and “international outsourcing” have led to fewer computer science jobs. In fact, the opposite is true: the U.S. Department of Labor lists “Computer Software Engineers, Applications” as the fourth fastest growing occupation in the country in November 20072. Verbal reports from industry partners, as well as the presence of constant job openings, indicate industry is having difficulty finding software engineering talent to develop and maintain their software systems.

KABUL (AFP) – Al-Qaeda hailed the suicide bombing that killed seven CIA agents in Afghanistan as "revenge" for the deaths of top militants in US drone strikes in Pakistan, Islamist websites said on Thursday.

A Jordanian doctor said to have been a triple agent blew himself up at a US military base in Khost near the Pakistani border on December 30, the deadliest attack against the CIA since 1983.

The Afghan Taliban claimed responsibility a day later. A Pakistani Taliban commander subsequently claimed his faction carried out the attack to avenge the drone attacks that killed its founder, Baitullah Mehsud, last August.

US media described the US base in Khost as a key "anti-terror" facility that oversaw the drone strikes targeting Al-Qaeda and Taliban on the Pakistani border and as a centre for recruiting and debriefing informants.

The Smoker

Feds mention TATP in the PETN mix. So the bomb had a three
part chain: sugar + chlorate (sulphuric initiator) sets
off TATP which sets off the bulk PETN. PETN is more
energetic but TATP more easily undergoes the deflagration
to detonation reaction. Various posters have described
such 'trains'.

A small unconfined pile of TATP may just fireball when heated. Or it may detonate.

Its supposedly easily set off but in my experience that is over
hyped. Its obviously not a military explosive (can take
rifle bullets, etc) but its not nitrogen triiodide either.

Anyway, TATP is a good idea, and even a lame sugar chlorate fire would have definately set it off. Not sure why it didn't DDT and
set off the main PETN charge. 3 oz is borderline perhaps.

NB: TATP would dilute the PETN if mixed homogenously; the former
has none of those tattletale nitrate groups that various detectors
like. Woof. (And again, untagged PETN has very low vapor
pressure, and condoms can be tied effectively.)

NB: condoms are supremely QA'd, each is electrically tested.
They have enormous engineering margins: I've inflated them
to 2 feet by 6 inches diam, at least, when I needed a helium
balloon. Ironically, the IRA used them in timer devices,
but worried about them because the IRA was catholic and
condoms were verboten. Again the QA aspect would have been
useful.

Aside from the technically interesting improvised chemistry, the point is that its a losing game, its too cheap for the adversary

There is ominous use by American politicians and commentators of the phrase "failed state" in relation to Yemen, as if this some how legitimised foreign intervention. It is extraordinary that the US political elite has never taken on board that its greatest defeats have been in just such "failed states"', not least Lebanon in 1982, when 240 US Marines were blown up; Somalia in the early 1990s when the body of a US helicopter pilot was dragged through the streets; Iraq after the overthrow of Saddam Hussein; and Afghanistan after the supposed fall of the Taliban.

Yemen has all the explosive ingredients of Lebanon, Somalia, Iraq and Afghanistan. But the arch-hawk Senator Joe Lieberman, chairman of the Senate Committee on Homeland Security, was happily confirming this week that the Green Berets and the US Special Forces are already there. He cited with approval an American official in Sanaa as telling him that, "Iraq was yesterday's war. Afghanistan is today's war. If you don't act pre-emptively Yemen will be tomorrow's war." In practice pre-emptive strikes are likely to bring a US military entanglement in Yemen even closer.
